Russian Visa Registration and Issuance

To enter the Russian Federation, an international student requires a single-entry standard study visa. The visa is valid for no more than 90 days.

To apply for the visa, an international student must contact a Russian consular office in his/her place of permanent residence.

The applicant must submit the following documents to the Russian consular office:

  • Passport, a completed visa application form, two photographs, the fee
  • Original invitation for entry into the Russian Federation (either in paper form or a printout of an electronic invitation)
  • Certificate of absence of HIV infection (valid for 3 months)

For a study visa application, the passport must be valid for at least one and a half years.

Initial Registration

Foreign citizens arriving to study at the Northern State Medical University are subject to registration at their place of stay with the Administration of the Federal Migration Service for the Arkhangelsk Region within 7 working days.

An international student must come to the NSMU Visa and Registration Office (room 1296) within the first working day following the day of the arrival in Arkhangelsk and provide the following documents:

  • Passport
  • Migration card

In case of failure to submit the specified documents in a timely manner, the international student shall be subject to administrative liability.

After the migration registration, the foreign citizen receives the detachable part of the notification of migration registration.

Medical Examination and Dactyloscopy Registration

Foreign citizens are subject to a mandatory state dactyloscopy (fingerprint) registration and photography, and must undergo a medical examination within 90 days of their entry into Russia.

An international student must undergo a repeat medical examination within 30 calendar days from the date of expiry of his/her medical documents and submit the certificates to the NSMU Visa and Registration Office (room 1296).

Application for a Multiple-Entry Visa

At least 20 working days before the visa expiration date, foreign citizens must submit the following documents to the NSMU Visa and Registration Office specialist:

  • Passport (the passport must be valid for at least 6 months after the visa expiration date)
  • Migration card
  • Detachable part of the registration notice
  • Receipt for payment of the state duty in the amount of 1920 rubles (the receipt can be obtained from the Visa and Registration Office)
  • 1 photograph (3x4 cm, white background, on matte paper)
  • Documents confirming completion of the medical examination

A multiple-entry visa is issued for the period of validity of the medical documents +1 month.

Upon graduation, expulsion or taking academic leave, a foreign citizen must leave the territory of the Russian Federation within the timeframes established by the Russian legislation, having purchased tickets in advance.

Extension of the period of stay for university graduates for reasons unrelated to studies or any other reason not provided for by Russian legislation is not permitted. The University is not responsible for the migration registration of the relatives and friends of foreign citizens (international students).

Temporary Residence Permit for Education Purposes (RVPO)

Temporary Residence Permit for Education Purposes in the Russian Federation (RVPO) is issued to foreign citizens, who are studying full-time in a bachelor's degree program, a specialist's degree program, a master's degree program, undergoing a residency training program, an assistantship-internship program that have state accreditation, or who are a part of the scientific or scientific-pedagogical program in postgraduate (postgraduate military) course in a state educational or a state scientific institution. It is issued for the period of mastering a higher education program by a foreign citizen (stateless person) and for the following 180 calendar days after the end of the study period.

List of Documents:

  • Application for the issue of a temporary residence permit for the period of study in two copies
  • Passport of the foreign citizen, valid for at least 3 months on the day of filing of application
  • Notarized translation of a copy of all pages (including blank ones) of the foreign citizen's passport
  • Two photos on matte paper measuring 35x45 mm
  • Document confirming the absence of a criminal record (PCC) for the applicant who arrived in the Russian Federation in a manner requiring a visa (original document, issued no earlier than 3 months prior to the date of application)
  • Migration card (and its copy)
  • Visa and its copy (if there is)
  • Certified copy of the order for admission to a full-time study at a state educational or a state scientific institution under the relevant higher education program that has state accreditation
  • The original or a certified copy of the contract for full-time study at a state educational or a state scientific institution under the relevant higher education program that has state accreditation
  • Medical certificate confirming that the foreign citizen or stateless person has not used narcotic drugs or psychotropic substances without a doctor's prescription, or not used new potentially dangerous psychoactive substances and their metabolites (the document's validity period has not expired)
  • Medical certificate confirming the presence (absence) of infectious diseases posing a danger to others (the document's validity period has not expired)
  • Certificate of absence of disease caused by human immunodeficiency virus (HIV-infection)
  • Information on payment of state duty in the amount of 1920 RUB
Loss of Passport, Detachable Part of the Notification or Migration Card

If your detachable part of the notification or migration card is lost or stolen, it can be reissued.

  • In case of loss of the detachable part of the notification, you should contact the NSMU Visa and Registration Office specialist (you must have your passport and your migration card with you).
  • In case of loss of the migration card, you must contact the Duty Department of the Administration of the Ministry of Internal Affairs of Russia for the City of Arkhangelsk (Loginova St., 31) within 3 days to file a statement of loss of migration card and receive the detachable part of the notification slip. Then, you must contact the Migration Department of the Administration of the MIA of Russia for the City of Arkhangelsk (Shubina St., 11, room 1) with an application for a duplicate migration card.
Responsibilities and Obligations of an International Student

International students have the right to reside on the territory of Arkhangelsk only at their place of registration. In case of departure from Arkhangelsk (for holidays or for any other reason during the academic year), the students must notify the Dean's Office. Upon arrival back in Arkhangelsk, they must report to the Visa and Registration Office (room 1296) within the first working day following the day of arrival to apply for a new migration registration or to verify if a new migration registration is required.

Migration registration is mandatory:

  • Each time the Russian border is crossed
  • When receiving a new migration card
  • When moving from one dormitory to another
  • Upon receiving a new visa
  • In case of temporary departure (to a hospital, resort, sanatorium or other places of stay)

In case of violation of the migration registration rules by a foreign citizen, he/she shall be held administratively liable under Part 1 Article 18.8 of the Code of Administrative Offences of the Russian Federation (KoAP RF), which entails an imposition of an administrative fine ranging from two thousand to five thousand rubles with or without administrative deportation from the Russian Federation.
